Abstract
This is a case study of a highly successful experiment in contract administration. After outlining the history of collective bargaining in primary and secondary schools in the Canadian Province of Ontario, the article relates how the Board of Education for the City of London, Ontario and its teachers have replaced much of what is conventionally found within a collective agreement with a jointly designed and administered Personnel Policy Manual.
