Abstract

The authors have analyzed the days lost per striking worker for public sector strikes from 1975 to 1979. As an independent variable, the authors coded states in one of three ways:1) those states which permit a limited right to strike; 2) those states which do not permit the strike but which encourage collective bargaining; and 3) those states which do not permit strikes and do not encourage bargaining. The results indicate that states which permit strikes experienced an uninterrupted increase in days lost per striking worker during the period studied; however, states which outlawed strikes and discouraged collective bargaining exhibited the most volatile behavior of the three groups.
