Abstract
The author surveyed sixty Cuyahoga County, Ohio, local governments, finding twenty-eight that had engaged in collective bargaining under a 1984 statute. Police and firefighters were most highly unionized, with union competition strong among policy and nonexistent among fire personnel. Firefighters used dispute resolution procedures most frequently.
