Abstract
Drug testing of public employees is a subject of concern and interest to public employers, labor organizations, and public employees. Questions about drug testing range from what is it, is the technology advanced sufficiently to be reliable, is it legal, and how does it affect public employees? This article describes drug testing, reviews the accuracy of the tests, and examines the constitutional implications. It also reviews drug testing's potential impact on civil rights, testing as a condition of employment, and drug testing determinations of state public employment relations boards, and other collective bargaining and contract administration issues.
