Abstract
This study examines the characteristics of successful and unsuccessful fact finders in the Iowa public sector. Successful fact finders are defined as those who are acceptable and therefore selected by the parties at a rate above the mean (unsuccessful fact finders are those selected at a rate less than the mean for Iowa fact finders). The evidence for the successful fact finders indicates that the number of times they are selected is determined by the number of panels on which their names appear.
