Abstract

This research study examines the effect of experience on bargaining behavior at impasse resolution over the first ten years of the Iowa statute. The study focuses on theoretical expectations of experience under the Iowa scheme and compares these expectations with the actual effect of experience on the positions and strategies of the parties during impasse resolution. The longitudinal approach of the study allows the effect of increasing experience to be observed. Results indicate little effect of experience in the fact-finding and arbitration position strategies adopted by either employer or employee organizations.
