Abstract
Some similarities and differences between private and public sector collective bargaining are drawn as an introduction to the legislative hearing as a dispute settlement procedure. Future trends toward binding arbitration of grievances and negotiation impasses and toward increased community involvement are examined. The author sees limitation of existing local governmental power to decide terms and conditions of employment as eroding local control and leading to consolidation of school boards into regional units with loss of local taxing power. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
