Abstract
In 1968, Pennsylvania's police and fire employees were extended the right by Act 111 to engage in collective bargaining with their public employers. Act 111 lacks many of the usual provisions of a labor relations statute in which collective bargaining rights are extended and protected. These omissions have caused considerable litigation at the administrative and court levels.
