Abstract

Hawaii's Public Employment Relations act, passed in 1970, established bargaining units in the legislation itself and established all of them on a statewide basis. This article explores the unique government and collective bargaining structure of Hawaii that makes collective bargaining on a statewide basis both feasible and logical.
