IMPASSE PROCEDURE UTILIZATION: YEAR ONE UNDER THE IOWA STATUTE

Abstract

The 1974 Iowa Public Employment Relations Act included among its provisions an impasse system incorporating mediation, fact finding, and final-offer issue-by-issue binding arbitration for all jurisdictions. The statute also provided that the parties could mutually agree on their own impasse procedures as a first step in negotiations. This article presents a review of the utilization of these procedures during the first year of negotiation under the statue. Predictions that the arbitration feature would be widely used did not materialize.
