Abstract
This paper compares relevant aspects of public sector labor relations in the U. S. and West Germany: the differing degrees of centralization of the bargaining systems, scopes of bargaining, codetermination and management rights, supervisory unionism, disputes of rights and of interest, unionization of public employees and organizational patterns, problems of bargaining structures, unilateral decision making, and the meet-and-confer approach.
