Abstract
This article describes how a collective bargaining system could be designed for state government classified employees. Based on a departmental unit structure, the article identifies issues related to the scope and content of bargaining at three tiers of government: statewide negotiations; departmental negotiations; and delivery system negotiations. The major focus is on how a modern collective bargaining system can facilitate improvements in governmental innovation and productivity.
