Abstract
This study describes and evaluates the effectiveness of multi-employer bargaining in public education as operationalized in the province of Saskatchewan, Canada. Attention is focused on the major aspects of multi-employer bargaining as the structure developed from local school board-teacher relationships, to multi-employer areawide bargaining, to the current provincewide or centralized bargaining structure. The relative advantages and disadvantages of centralized multi-employer negotiations, as a means of reducing union "whipsawing" tactics, are examined and some observations are made concerning the difficulties associated with the possible establishment of centralized or regional multi-school board bargaining structures in the United States.This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
