Abstract
Employees are entitled to the benefits of unemployment compensation when unemployed through no fault of their own. The government has the right to statutorily define what conduct does not qualify for these benefits. The government also has the obligation to enforce these statutory provisions uniformly, regardless of whether the employer is a secular or religious employer. The difficulties of weighing the rights of the employer against those of the employee, in compliance with the statutory unemployment scheme, and in recognition of the constitutional concerns presented, are discussed in the context of Bishop Leonard Regional Catholic School v.
