Abstract

Existing models of public sector wage determination have tended to view the situation from a level far removed from the actual process of collective bargaining. This article presents a model that focuses attention on the complex institutional relationships involved in the public sector wage determination process. Such factors, plus knowledge about competing wages in a labor market area, can help to explain compensation outcomes.
