Foot-dragging and delays at the bargaining table have had some impact on labor-management relations in the Federal Government. Despite the absence of a strike deadline, the head of the Federal Labor Relations Authority asserts, there is no reason why mutually self-imposed deadlines cannot move negotiations along faster in the Federal sector. Drawing from his long experience as a professional mediator and arbitrator, the author walks the parties through the bargaining process and provides practical pointers on how it can be expedited at each step of the way. It is essential, he says, that the concept of a deadline be maintained throughout the negotiations.
