						<Abstract Language="En">In &lt;em&gt;Commonwealth v. Arlington County Board,&lt;/em&gt; the Virginia State Supreme Court nullified the collective bargaining rights of public sector local unions in Virginia. In the aftermath of that decision some of the local labor organizations in Northern Virginia lost many members, others none; two were disbanded. In a study performed eighteen months after the court case, it was determined that the locals are still able to perform some meaningful functions for their members, even though they cannot bargain collectively. In particular, the amount of grievance activity in Northern Virginia indicates that the local unions are active in member representation.</Abstract>
