Abstract
A reason often given for labor's need to organize and engage in collective bargaining is to bring about better personnel practices. This study investigates the current personnel practices in a southern state that until now has experienced minimal labor problems. The personnel practices advocated by the U.S. Civil Service Commission served as the model against which current practices were measured. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
