This study is a cross-sectional analysis of teacher work stoppages in 1977. Unlike other studies in this area that have used multiple regression analysis, the present study employs TOBIT, which incorporates information about the distribution of the dependent variable ignored by the standard regression model. Of seven independent variables examined, five were significant at the .10 level or better. Of greatest importance to policy makers is the impact of type of bargaining structure. Negative correlation was found between strike incidence and the exclusive use of collective negotiations. A positive correlation existed between strike incidence and the use of both meet and confer/collective negotiations. The use of meet and confer only was found to be insignificant in strike incidence.
