Abstract
This article is a description of the deferral to arbitration process from its official beginning in Spielberg Manufacturing Company until the recent Suburban Motor Freight. This description illustrates various changes in the policy of deferring or not deferring to arbitration by the NLRB, outlining both pre-arbitral and post-arbitral deferrals. The changes throughout the years have had a significant impact on NLRB cases and have not been without conflict among the NLRB members.
