						<Abstract Language="En">Lack of sound personnel practices has been postulated as contributing to labor unrest in the public sector. This study assesses municipal personnel practices in Mississippi using the Civil Service model as the ideal. Conclusions suggest that the larger the municipal size, the greater is the correlation between the model and reported practices. However, observation indicates labor unrest also increases with municipal size, thereby posing a possible paradox.</Abstract>
