						<Abstract Language="En">For many years the State of Wisconsin has provided arbitration of grievances to public and private parties within the state. The service is provided at the expense of the taxpayers and is free to the parties. This article traces the development of the service and the experience of both the parties and the state. The authors conclude that the availability of free arbitration has not led to excessive use.</Abstract>
