						<Abstract Language="En">Following a discussion of the circumstances pertaining to teachers, the authors go on to present four interrelated facets pertinent to an understanding of the circumstances: 1) elements related to teachers; 2) elements related to the social context of schools; 3) elements related to teachers' organizations; and 4) elements related to schools as bureaucracies. The four facets serve to create a model consisting of three sets of interactions. A sequential set of relationships serves as a baseline for two additional sets: 1) supportive relationship among the four elements, and 2) conflicting relationships among the elements. It is hoped the ideas expressed will be beneficial to school personnel in making tentative predictions about issues and consequences evolving from local conditions.</Abstract>
