						<Abstract Language="En">Two major issues have emerged during the Central Michigan University experience: the scope of bargaining and union security. On December 28, 1978, the Michigan State Supreme Court ruled the use of student evaluations of teachers in promotion, tenure, and reappointment decisions was &quot;condition of employment&quot; and thus a mandatory subject for collective bargaining. The agency shop clause question was resolved on May 23, 1977, when the U. S. Supreme Court ruled that an agency shop clause does not deprive teachers of their right under the First Amendment to the U. S. Constitution to freedom of association.</Abstract>
