Abstract
Proposition 13 has profoundly affected local governments throughout California. This paper focuses on the reactions of municipalities in allocating police. A model to "explain" the before and after changes in intercity police employment was developed and tested. The empirical results are consistent with a view that the budgetary process has become increasingly politicized in the wake of Proposition 13, and as a result, public employee union power can determine where cuts are made.This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
