						<Abstract Language="En">The local government sector in Britain has been a long standing pocket of low pay employment for male manual workers. This fact was explicitly recognized in a report by the National Board for Prices and Incomes in 1967 which recommended the introduction of locally based payment by results schemes as a possible solution for this problem. A review of the available evidence for the 1970's reveals that this recommendation was extensively implemented, but that it has done relatively little for the problem of low pay in local government. The basic reason for this failure appeared to be a divergence between the reports analysis of the cause of the problem, and their recommended solution.</Abstract>
