						<Abstract Language="En">This article analyzes interunion conflict/cooperation patterns relating to contract negotiations. The case study of police and school bargaining in New York presented here suggests that supervisor unions have their own values and priorities. When their goals conflict with those of the larger union representing the rank and file, they often pursue very different strategies. If we are to understand the particular influence supervisor unions have on the development of urban policies, we must study them directly.</Abstract>
