VEGLAHN This research study provides a comparative analysis of the relationship between factfinding recommendations and subsequent voluntary settlements under the different statutory impasse resolution schemes utilized to resolve teacher - school board disputes in the states of Iowa and New York. The study focused on determining the extent to which differences in the impasse procedure used in each state produced salary settlements subsequent to factfinding which were below, equal to, or in excess of the factfinder recommendation. On the basis of an empirical analyses of 216 impasse cases in both states that used factfinding, the results reveal substantial differences in the relationship between factfinding salary recommendations and subsequent settlements in Iowa and New York. The results further indicate that the absence or availability or compulsory arbitration after factfinding may not only affect the parties' acceptance of factfinder salary recommendations but also influence prefactfinding bargaining behavior.
