Abstract

This article presents an analysis of conventional interest arbitration cases involving Minnesota teachers and school boards in which measures of winning and losing are developed and tested. It : 1) develops a conceptualization of winning and losing in interest arbitration 2) devises measures of wining and losing; and, 3) applies these measures to the policy question of who won and who lost in Minnesota in a recent round of interest arbitration. In addition, some potential process-specific determinants of arbitration outcomes are examined, chiefly for the purpose of propounding hypotheses for further research.
