						<Abstract Language="En">Relatively little attention has been directed toward the analysis of conflicting goals within the administration of human resources, e.g., the identification of decisions involving trade-offs between equal employment opportunity and seniority. An objective of this research was to partially redress this gap by analyzing the effects of state collective bargaining legislation on affirmative action outcomes. The author did not find that opportunities for minorities and women were substantially reduced by the presence of strong labor laws but did conclude that the resolution of policy inconsistencies would be rendered more difficult because of legal requirements imposed by differing levels of government.</Abstract>
