Abstract

Two major industrial states, Illinois and Ohio, enacted important public sector bargaining legislation in 1983. This brings to twenty-six the number of states having comprehensive bargaining statutes covering most state and local employees. This article reviews the circumstances leading to the passage of these statutes and describes the key provisions of each. Potential impacts of these statutes on public sector bargaining practices within Illinois and Ohio are also discussed.
