EATON The State of Illinois has passed enabling legislation that will allow its teachers, kindergarten through university, to bargain if they elect to do so. To administer the new law, a three-person Illinois Labor Relations Board will be established. The new law recognized agency shops and the right of strike. Political and social changes in the state allowed the bill's passage after many years of consideration. The death of Mayor and a governor interested in courting organized labor are offered as factors. The changing view of the courts in regard to bargaining for public employees and the attitude of the public at-large were also forces that eventuated the bill's passage.
