NEEDED CHANGES IN THE CIVIL SERVICE REFORM ACT TO IMPROVE FEDERAL SECTOR LABOR RELATIONS

Abstract

The author looks at the Civil Service Reform Act five years after its passage to see if it has made progress toward its stated goal of making executive branch labor relations more comparable to those of private business while recognizing the special requirements of the federal government and the paramount public interest in the effective conduct of the public's business. After assessing progress to date, six specific suggestions are offered for changes in the act to further such progress in the future.
