Labor relations have become a significant issue in higher education, especially on community college campuses, the most unionized segment of higher education. This study identified the desired role of community college first-line administrators in the labor relations areas of preparations of negotiations, collective bargaining, contract administration, strike management, and post-strike management. Survey responses were gathered from community college presidents, chief academic offices, and first-line administrators in the nineteen states of the North-Central region. Comparisons were made for colleges with and without bargaining experience. A considerable amount of agreement was found among respondents concerning the first-line administrator's role in labor relations. However, staff development is necessary to define and refine the roles of these administrators in all areas of labor relations.
