						<Abstract Language="En">Florida's factfinding procedure was established by statute in 1974 and provides for a neutral &quot;special master&quot; to hear union and management's arguments and to make nonbinding recommendations concerning the issue at impasse. The research team conducted in-depth, separate, personal interviews with union and management personnel who had been involved in twenty-eight representative impasse cases. In the interviews, each step of the process was described and the overall process was evaluated. The responses were summarized, and the conclusions drawn suggest that although the process is not highly effective, it would be used again for a number of unintended but related positive outcomes.</Abstract>
