Among others, one of the objectives of this study is to examine the historical origin, development, and conceptual clarification of collective bargaining theories and their practical implications and utility. The other task is the determination of the extent of involvement of public sector unions in collective bargaining in Nigeria. Our findings show that the practice of collective bargaining in the public sector was ineffective as a result of government interventionist strategies through legislative and administrative directives. Other findings were low level of unionization and lack of awareness of the aims and objectives of trade unions by a large segment of union membership. These and other reasons also helped to weaken the bargaining ability of public sector unions in Nigeria.
