LABOR COSTS IN DIFFERING COLLECTIVE NEGOTIATIONS ENVIRONMENTS

Abstract

This study examined four collective negotiations environments to determine the extent these conditions yielded differences in expenditures for wages and salary costs as measured by per-pupil expenditures for these budget areas. Using data from school districts with more than 15,000 pupils, and examining data for expenditures covering 1976 through 1986, the study found significant differences between the different collective negotiations environments and between contract years under consideration when holding the collective negotiations environment constant.
