THE FEDERAL LABOR RELATIONS AUTHORITY: A REVIEW AND EVALUATION

Abstract
The Federal Labor Relations Authority serves as the major administrative agency for federal sector collective bargaining. With duties and responsibilities similar to the NLRB in the private sector, the authority has become a focal instrument in the policies and procedures which shape federal sector labor relations. Using FLRA annual reports and other administrative data, this article presents an overview of agency activity during the first eight years of its existence. Trends in caseload activity are noted and, applying FLRA guidelines, agency effectiveness is assessed.
