This study uses data obtained from a survey of employers and unions in the elementary education sector in Ontario, from interviews with employers and union representatives, and from an analysis of collective agreements, arbitration awards, and legislation. The results reveal that some teachers' preference for part-time work and the flexibility in scheduling work are the two most important reasons for hiring part-time teachers in elementary schools. The results of this study also demonstrate that differences in the application of human resource policies exist between full-time, part-time and occasional teachers performing substantially the same job in the same organization.
