DID THE INDIANA TEACHER COLLECTIVE BARGAINING ACT FOSTER LABOR PEACE?

Abstract
Indiana authorized and mandated collective bargaining for public school teachers in 1973. An expressed intent of the law was to foster labor peace. The author examined data to determine whether evidence indicated maturing or deteriorating bargaining relationships in the state. Then the use made of impasse resolution procedures was analyzed. Finally, the use of economic weapons--strike and job actions--was described and interpreted.
