Attitudes of School Board Members and Professional Staff Toward Labor and Management

Abstract
The different attitudes toward labor and management that were found to be held by teachers and school board members can help explain the distrust these groups have often shown toward one another. This distrust tends to manifest itself at the negotiations table, where differing expectations of negotiation goals and processes can easily lead to charges of bad faith and other bargaining difficulties.
