AN ANALYTICAL MODEL FOR NEGOTIATING TEACHER SALARY SCHEDULES

Abstract

This study examines the process used by a school district to analyze and establish a new salary schedule. The focus on a single district allows an in-depth review of the negotiating process; however, the procedures in this district can be generalized since the major issues that surfaced during the negotiations were illustrative of problems common to salary schedules. The centerpiece of the study is the analytical model, a series of microcomputer-based simulations, which was developed to analyze the annual and cumulative financial impact of each district and union salary proposal. The study traces the evolution of the district's salary schedule proposals through the negotiation process as each of the major issues was resolved. Use of the model illustrates both the critical factors in negotiating a salary agreement and the importance of having such a tool to calculate quickly and accurately the effects of proposals and counterproposals.
