						<Abstract Language="En">This study examines public employee perceptions of the legislative ban on collective negotiations in the state of North Carolina. A mail survey of a sample of public sector, local government employees was conducted. Results were compared with an earlier survey of local government managers. Results indicate that public employees differ substantially from managers, and that conditions exist for legislative change.</Abstract>
