This study reports the results of a survey that asked a sample of Ohio factfinders to indicate the weight they attach to the criteria customarily used by factfinders in formulating their recommendations. The criteria receiving the greatest weight included comparisons to other public employees, previous collective bargaining agreements, ability to pay, and the public interest, Interestingly, acceptability of the recommendations and equity, that are not listed among the statutory criteria, are considered equally important by many of the factfinders. The research suggests that the differences in the weights attached to the criteria are related to a factfinder's education and primary occupation as well as to the extent of his or her experience as a factfinder and grievance arbitrator.
