Abstract
This article provides insights into the structural characteristics and daily administration of public sector grievance arbitration procedures. Grievance steps, settlement levels, grievance representatives, filing and reply times, delay periods, and arbitrator selection are reviewed. The study was based on a national sample of eighty-seven bargaining relationships. The article concludes with suggestions for improving grievance processing effectiveness.
