Abstract

This article adds to the discussion contained in the author's two earlier articles in this journal on public sector mediation, factfinding and interest arbitration. The article focuses on a pending impasse, in which the author participated, to discuss the influence of timing and relationship to other contracts, and of the "chance factor," on successful dispute resolution.
