Abstract
This study tests a model linking elements of antidrug programs and contextual variables with grievance rates, using data collected from managers in the urban mass transportation industry. After controlling for discharges and organization size, drug-testing grievances were positively associated with the use of random testing as well as with crime and drug-abuse rates.
