						<Abstract Language="En">The Public Service Reform Act of Cannada which took effect in the Spring of 1993, held in common with reforms in other English speaking governments of the Western world, the attempt to build an &quot;enterprise culture&quot; in the public sector. This feature also characterized those segments of the Act that related to the conduct of labor relations in the Federal government. The changes were management initiated and driven, although, a certain irony was also present. Aligning the management of government more closely to the enterprise model of the private sector moved the labor relations relationship also in this direction. This article highlights the changes in federal labor relations legislation and puts them into a larger cotnext of reform.</Abstract>
