						<Abstract Language="En">The past decade has witnessed the passage of public sector reforms in many of the English speaking governments of the Western world. Canada fell in line with its passage of the Public Service Reform Act at the end of November of 1992 and which came into force on June 1, 1993. This article examines the implementation of five basic features of change in the labor-management sections of the Act since it became law. In so doing the article will also illuminate the condition of the labor-management system of the federal government of Canada and suggests that its future, from a contemporary viewpoint, holds forth the prospect of even more fundamental change.</Abstract>
