The article shows that the New Jersey courts have created a relatively narrow range of topics that can be negotiated. The author argues that the protection that the courts have given to managerial prerogatives has been excessive and it may have lessened the commitment of the public employees in the state to their work and to their organizations. She suggests that an expanded scope of bar-gaining is in the interests of the employees, the public employers, and the public itself.
